at actual positions via the existing ODbL fetch (one more class, standing auth); synthetic
towns get a seeded civic kit (memorial at the main intersection, rotunda + gums in a
pocket park, drinking fountain by the shops); statue/rotunda meshes via the local gen
stack (hunyuan3d_mlx, CC0-equiv, the instrument-pipeline discipline). Cheap-to-mid (B
furniture patterns + E assets + one A data class), incremental like the kit, and pairs
with it: terrain = the ground's shape, the kit = the buildings' shape, the civic layer =
the town's heart. A pocket park with a memorial is also the natural HOME BASE candidate
for v7.x (sleep on a park bench, you battler).
