The stenographer takes down all three, because a man's words are a man's words, and Klapp initials each revision, and the file goes to Washington concluding that the pattern was clerical, that HAVOC's silence confirms its discipline, and that the operation may be regarded as a deterrent success. Because the man it predicts stood a four-hour watch on the lawful side of his own door, and stopped seven years ago on his own, and you cannot arrest a man for standing where you are.  She picks up the suitcase.  Vale: You people write everything down. Twenty-six years of it, and nobody ever read a page. I read every page, Sergeant. Tell whoever wrote them: it was the best work I have ever seen, both kinds.  You carry her suitcase down to the cab, because there is a way to behave, and she lets you, and neither of you says another word, and it is the second-easiest silence of your life.  (+10)"
