F's `smoke_djdance` caught the July-20 commit adding the 5 DJ bodies to `PED_NAMES`
UNCONDITIONALLY — they fetch under `?classic=1` and widened classic's seeded crowd pool 17→22.
Every covenant gate stayed green (the covenant pins the plan; the roster was never pinned), but
the classic fetch surface and crowd identity moved without a ruling. **RULED: option (b) — the
five gate OUT of classic's pool**, mirroring the clips' `!CLASSIC` pattern. The covenant's
meaning stays crisp: `?classic=1` is the v2 town INCLUDING ITS PEOPLE; the DJs walk every other
boot. D lands the line; F re-verifies (classic fetch surface + pool 17 + smoke_djdance green,
strict re-run) and RE-LAYS the tag on the true final commit. The warn was the system working —
a covenanted surface cannot move quietly even when every pinned number stays green.

`party.monster.reaper` janitor installed as standing fleet infra) — starvation artifacts, not
gates. The hold's full arc: held by machine-recorded WARN → ruled (classic keeps its people) →
fixed by the owning lane alone → re-proven by the gate that held it. Nothing improvised.
