Lane E R39 (4/n): signpost E-progress.md, which stopped at R12 and has since R13

Not a backfill — a warning. The live Lane E record is docs/LANES/LANE_E_NOTES.md (cross-lane) and
pipeline/AUDIT.md (provenance + method). A progress file whose newest entry is 27 rounds old is a
trap for the next reader; say so at the top rather than quietly resurrect it.
